OFAC blocks Mahan Air sales agents and logistics companies across China, India, and Russia

On July 30, 2026, the U.S. Department of the Treasury's Office of Foreign Assets Control added one individual and five entities to the Specially Designated Nationals and Blocked Persons List under Executive Order 13224, as amended. Treasury said the persons supported Iranian airline Mahan Air or Iran's Islamic Revolutionary Guard Corps.

The Mahan Air-related additions are China-based Shanghai Wings International Logistics Co, its managing director Tang Xin, China-based Shanghai Elite International Travel Co, India-based Skiez Travels and Logistics Private Limited, and Russia-based Air Cargo Pro Limited. Treasury describes Shanghai Wings, Skiez Travels, and Air Cargo Pro as Mahan Air general sales agents. It says Shanghai Wings coordinated electronics transport from China to Iran and explains that general sales agents communicate with freight forwarders and shippers on an airline's behalf. Shanghai Elite also represents Mahan Air in China and is owned or controlled by Tang Xin.

OFAC also designated Iran-based DadeNegar Startup Studio. Treasury describes DadeNegar as an IRGC-affiliated front company that supported military targeting. The July 30 OFAC list update supplies the controlling names, aliases, addresses, registration identifiers, and sanctions tags for screening.

The Federal Register notice published August 4 confirms that the July 30 action blocks property and interests in property subject to U.S. jurisdiction and generally prohibits U.S. persons from transactions involving the designated persons. Treasury also states that entities owned 50 percent or more, directly or indirectly and individually or in the aggregate, by one or more blocked persons are themselves blocked.

The same Federal Register notice records a separate July 30 update for Cagri Duransoy: OFAC removed the prior listing and designated him under Executive Order 13382 for supporting Milad Jafari. Screening teams should use the current OFAC record rather than treating the removal line alone as an unblocking outcome.

Action items

• Rescreen airline agents, general sales agents, freight forwarders, travel providers, logistics companies, payment beneficiaries, and beneficial owners against the complete July 30 OFAC update.
• Include Shanghai Wings International Logistics, Tang Xin, Shanghai Elite International Travel, Skiez Travels and Logistics, Air Cargo Pro, and DadeNegar Startup Studio, together with their published aliases and identifiers.
• Review entities owned 50 percent or more by a blocked person even when the entity is not separately named.
• Pause cargo, ticketing, payment, and service activity involving a potential match until sanctions staff or counsel confirms the result and any authorization.
• Confirm Cagri Duransoy against the current SDN entry rather than relying on the notice's removal statement in isolation.
