OFAC delists Fly Baghdad and two aircraft; linked individual remains blocked

On August 5, 2026, OFAC removed Fly Baghdad Airlines Company from the SDN List and unblocked its property and interests in property. The removed record includes the names Fly Baghdad and Iraq Express.

OFAC also removed two Fly Baghdad-operated Boeing 737 aircraft from the SDN List: YI-BAF, manufacturer serial number 32412, and YI-BAN, manufacturer serial number 35064.

The same action updated, but did not remove, Basheer Abdulkadhim Alwan Al-Shabbani. His SDN record continues to be blocked and now links him directly to the Islamic Revolutionary Guard Corps-Qods Force rather than to Fly Baghdad Airlines Company.

The Federal Register published the removals and identifying-information update on August 7. Screening operations should distinguish the removed airline and aircraft records from the individual who remains listed. A removal from the SDN List also does not, by itself, establish that a particular transaction is permissible under every other sanctions program, export-control rule, beneficial-ownership issue, or counterparty restriction.

Action items

• Refresh sanctions-screening data for Fly Baghdad Airlines Company, Fly Baghdad, Iraq Express, YI-BAF, and YI-BAN.
• Re-review held payments, tickets, cargo, insurance, maintenance, and aircraft-service matches against the current lists before release.
• Keep Basheer Al-Shabbani blocked and update his linkage to the IRGC-Qods Force.
• Check beneficial ownership, counterparties, end use, and other applicable controls before treating a transaction as cleared.
