USTR forced-labor action adds 10%–12.5% tariffs across 60 economies

USTR's final Section 301 action took effect July 24 for covered imports from 60 economies. Most covered goods receive a 10% or 12.5% additional tariff, while EU, Taiwan, Japan, South Korea, and Switzerland use rates net of ordinary MFN duty.
Why it matters
The action reaches nearly every major U.S. sourcing market and applies by country of origin and product classification, subject to general and country-specific exclusions. The narrow in-transit exception closed July 28, so current entries must qualify under another exclusion or carry the additional duty.
What to check next
For entries from a covered economy, map the country-specific Chapter 99 provision and ordinary HTS classification, check the notice's general and country annex exclusions, validate any MFN-rate cap, and do not claim the expired in-transit exception for entries on or after the July 28 cutoff.
