Approved U.S. primary-aluminum projects can qualify for half-rate Section 232 imports

A July 20 proclamation directs Commerce to create an investment-incentive program that will let companies with approved U.S. primary-aluminum onshoring plans import an annual quantity tied to expected project output at half the otherwise applicable Section 232 duty rate.
