Commerce proposes that most of the listed products generally be subject to a 25 percent tariff if added. The notice proposes treatment under the mobile-industrial-equipment provisions of Proclamation 11032 for the specified cranes, lifting frames, and straddle carriers; a 15 percent tariff for the specified self-loading or self-unloading agricultural trailers; and a 50 percent tariff on the metal-container value, not the contents, for the specified filled steel containers.
This is a comment notice, not an operative tariff action. It does not create a new Chapter 99 reporting requirement or direct CBP to collect the proposed duties. Commerce specifically requests information on metal intensity, import volumes and national-security effects, domestic capacity, and economic effects.

Why it matters
