Morocco phosphate fertilizer imports can seek temporary CVD-free entry under emergency declaration
Updated · Impact score 87/100 · Confidence 96%
A June 29 White House proclamation and a July 8 Commerce notice create a temporary process for exporters or importers to request duty-free entry of Moroccan phosphate fertilizers that are otherwise subject to the U.S. countervailing duty order.
Why it matters
This is not an automatic suspension of duties, but it can materially change landed cost for approved Moroccan fertilizer shipments during the emergency period. Importers need to know that relief is request-based, tied to the existing CVD case, and subject to a 60-day entry window after Commerce approval.
What to check next
Identify Moroccan phosphate fertilizer shipments that may need relief, coordinate with counsel or your customs team on an ACCESS filing in case C-714-001, and make sure any approved shipment can enter within 60 days after Commerce's approval notice.
