BIS opens firearms tools-of-trade exception ahead of suppressor transfer

BIS made revised EAR tools-of-trade and temporary-import provisions effective July 23. On November 20, State will remove suppressors for non-automatic and semi-automatic firearms from the USML and BIS will place them in ECCNs 0A501.f and 0A502.f; suppressors specially designed for fully automatic firearms remain on the USML.
Why it matters
Exporters and temporary travelers must distinguish the rules already effective from the later jurisdiction transfer. The revised TMP exception can cover limited company-owned firearms and related items used temporarily abroad, while the November change moves only specified suppressors to EAR licensing and license-exception rules.
