China and Taiwan solar orders continue as Commerce opens Ethiopia/Vietnam circumvention inquiry
Updated · Impact score 85/100 · Confidence 96%
Commerce continues the CSPV AD/CVD orders on China and the AD order on Taiwan, and has opened a country-wide inquiry into cells and modules completed in Ethiopia from Chinese inputs, including Ethiopian cells assembled into modules in Vietnam with additional Chinese inputs.
Why it matters
Current order deposits remain in place, and an affirmative circumvention ruling could extend suspension and cash deposits to unliquidated inquiry merchandise entered from July 17—or potentially earlier under Commerce's regulations. Product origin and assembly records now matter for Ethiopia and Vietnam routes as well as China and Taiwan.
What to check next
Map cell, wafer, module, and Chinese-input origin for Ethiopia- and Vietnam-linked entries; preserve production and entry records from July 17; confirm current China/Taiwan deposit rates and written scope with your broker; and monitor the circumvention record before liquidation.
