China truck-bed-cover CVD case enters final injury phase with deposits active

The U.S. International Trade Commission scheduled the final phase of antidumping and countervailing-duty injury investigations covering truck bed covers from China. The scheduling notice was published August 10, 2026 after Commerce's preliminary affirmative countervailing-duty determination.

Commerce's preliminary CVD determination took effect July 31. It directs CBP to suspend liquidation and collect preliminary cash deposits on covered entries from that publication date. Commerce listed preliminary subsidy rates of 30.38 percent for Changzhou Sunwood International Trading, 8.72 percent for Hangzhou Golden Sun Auto Parts, 100.95 percent for six named nonresponsive companies based on adverse facts available, and 20.25 percent for all other producers and exporters. The applicable producer/exporter instruction must be checked because Commerce's notice sets rules for company-specific combinations.

The written scope covers protective truck-bed shields made from listed rigid or water-resistant materials, in folding, roll-up, one-piece, or retractable configurations, with specified installed dimensions. It also reaches accompanying mounting or storage hardware and other parts when entered and invoiced with the cover, and separately entered truck-bed-cover mounting or installation kits. Truck caps or camper shells that extend bed height by at least 12 inches are excluded, as are products already covered by specified existing AD/CVD orders. The merchandise is currently classifiable under HTSUS 8708.29.5160, but the written description controls.

No preliminary antidumping deposit is established by these notices. Commerce's July 14 postponement notice says the preliminary less-than-fair-value determination is due no later than September 23, and the August 10 USITC scheduling notice's summary says that determination remained pending.

The USITC set an October 8 deadline for prehearing briefs and requests to appear, an October 15 hearing, and an October 22 deadline for posthearing briefs and nonparty written statements. Final comments on newly released information are due November 6 under the notice's stated restrictions. The schedule does not create a final duty order.

Action items

• Screen China-origin truck bed covers and installation kits using the complete written scope; do not rely only on HTSUS 8708.29.5160.
• Match both producer and exporter to current CBP suspension and cash-deposit instructions before entry.
• Do not apply a preliminary AD deposit unless Commerce and CBP publish operative instructions after the pending determination.
• If participating in the final injury phase, coordinate the appearance, hearing, brief, and service requirements with qualified trade counsel.
