China seamless-pipe AD/CVD orders enter third sunset reviews

Commerce and the U.S. International Trade Commission instituted the third five-year, or sunset, reviews of the antidumping and countervailing duty orders on certain seamless carbon and alloy steel standard, line, and pressure pipe from China. Both notices are effective August 3, 2026.

The reviews will determine whether revoking the orders would likely lead to continuation or recurrence of dumping or countervailable subsidies and material injury. Commerce identifies antidumping case A-570-956 and countervailing-duty case C-570-957; the corresponding USITC investigations are 731-TA-1168 and 701-TA-469.

The USITC says the orders were issued in 2010 and continued after the first and second five-year reviews, most recently effective September 14, 2021. The new notices initiate review proceedings. They do not revoke the orders, announce a new cash-deposit rate, or change current entry instructions.

For its review framework, the USITC refers to subject merchandise defined by Commerce and notes that its prior determinations used a domestic like product covering certain seamless carbon and alloy steel standard, line, and pressure pipe no more than 16 inches in outside diameter. Importers should use Commerce's complete written scope and current CBP case instructions rather than that diameter description alone when screening an entry.

USITC interested-party responses are due by 5:15 p.m. Eastern Time on September 2, 2026. Eligible parties may file comments on the adequacy of responses and whether the reviews should be full or expedited by 5:15 p.m. Eastern Time on October 16. Parties seeking to participate must file an entry of appearance no later than 21 days after publication; administrative-protective-order applicants face the same 21-day period.

Commerce uses separate deadlines. A domestic interested party wishing to participate must file a notice of intent within 15 days after publication. If Commerce receives an order-specific notice of intent, all parties wishing to participate must file complete substantive responses within 30 days after publication.

Action items

• Keep AD/CVD screening, scope review, and current cash-deposit controls in place while the reviews are pending.
• Match potentially covered Chinese seamless pipe to Commerce cases A-570-956 and C-570-957 and confirm the complete written scope and current CBP instructions before entry.
• If participating, calendar the agency-specific appearance, notice-of-intent, response, and adequacy-comment deadlines rather than treating them as one combined filing schedule.
• Coordinate USITC EDIS and Commerce ACCESS filings with qualified trade counsel because the two agencies request different information and use different filing rules.
