Commerce revokes Carbazole Violet Pigment 23 AD/CVD orders

Commerce published two notices on August 7, 2026 revoking three trade-remedy orders on Carbazole Violet Pigment 23 after no domestic interested party responded to the fourth sunset reviews.

The revoked orders are the antidumping-duty orders on CVP-23 from India and China and the countervailing-duty order on CVP-23 from India. Both notices are applicable August 7, but Commerce states that it intends to instruct CBP to terminate suspension of liquidation for covered merchandise entered, or withdrawn from warehouse, on or after June 15, 2026—the fifth anniversary of the last continuation notices.

Entries before June 15 remain subject to suspension of liquidation and the applicable AD or CVD deposit requirements. Commerce may still conduct administrative reviews of pre-effective-date entries in response to properly filed requests.

The written scope covers CVP-23 identified as Color Index No. 51319 and Chemical Abstract No. 6358-30-1. It includes crude pigment in forms such as dry powder, paste, or wet cake and finished pigment as presscake or dry color. Pigment dispersions in oleoresins, flammable solvents, water, or other forms are excluded. HTSUS 3204.17.9040 is provided for screening and customs convenience, but the written description controls.

• Separate entries before June 15 from entries on or after that date.
• Confirm merchandise coverage against the complete written scope rather than relying only on HTSUS 3204.17.9040.
• Preserve entry summaries, exporter and producer data, deposit records, and proof of entry date.
