AGOA and Haiti retroactive duty-refund requests close August 2

CBP's corrected guidance says eligible AGOA and Haiti HOPE/HELP importers must request refunds of Column 1 ad valorem duties paid during the October 1, 2025–February 3, 2026 program lapse by August 2. The filing route depends on whether an entry is unliquidated, liquidated within the protest period, or past that period.
Why it matters
CBP says requests filed after August 2 will be rejected or denied. The refund is limited to eligible Column 1 ad valorem duties; merchandise processing fees and every other type of duty are outside this process, and Section 232-covered goods are not eligible for the preference.
What to check next
Review lapse-period entries immediately and file the applicable request today under corrected CSMS #68987884: a PSC plus accelerated-liquidation request for an unliquidated entry, a protest with supporting origin records for an entry still within the protest period, or a written ACE DIS request plus the required Center email for an older liquidated entry.
